The post title is a play on "conspicuous consumption" coupled with another term for building . . . and has no other connection to . . . er . . . coupling.
The image is of a reconstruction of ancient Babylon's Ishtar gate, the original having been built around 575 BCE on the orders of King Nebuchadnezzar II as the eighth gate to the inner city. A reconstruction of the Ishtar Gate and Processional Way was built at the Pergamon Museum in Berlin. Large constructions such as this impress both enemies and allies.
